中心简介

Center for Human Resource Development and Management Research of Peking University(hereinafter referred to as “the Center”)is a research and advisory service organization specializing in human resource development and management which was established in March 2003. Nowadays, the center has become the key advisory body for the Central Committee of the CPC, the Ministry of Human Resources and Social Security, Beijing municipal government, and the vice president unit of the China Talent Research Association. The Center fully relies on Peking University's abundant education and intellectual resources as well as the help of colleagues at home and abroad for the work of education, scientific research and consulting services. Currently, the Center’s business area covers: theories and methods of human resources development, formulation and planning of organizational strategies, personnel assessment and selection, performance evaluation and management, human resource management strategy and technology, salary design and management. The center provides services to enterprises, non-profit organizations and party and government offices, promotes advanced human resources management experience and talent development concepts, and establishes a complete training course system. Extensive cooperation has been constructed with all levels of governments, enterprises and various education and training institutions.

Center for Human Resource Development and Management Research of Peking University is composed of more than ten experts and scholars from the School of Government, Guanghua School of Management, Department of Psychology, Department of Sociology, and other departments. Prof. Xiao Mingzheng served as director of the Center; Xie Xiaofei, Bai Zhili, Liu Aiyu and Xie Kehai served as deputy directors. The center fully relies on Peking University's abundant education and intellectual resources as well as the help of colleagues at home and abroad for the work of education, scientific research and consulting services. Nowadays, the center has become the key advisory body for the Central Committee of the CPC, the Ministry of Human Resources and Social Security, and Beijing municipal government. The Center focused on the plan and research of National Long-term Talents Development Plan (2010-2020) and the compilation and evaluation of ”11th Five-Year "" 12th Five-Year "talent development strategy planning of Beijing.

Since its establishment, the Center has been focusing on the research on human resource issues in the government and the public sector and academic disciplines. The Center has committed a large number of national projects while leading the research of strategic talent development and quality assessment, and taking it as its own duty for serving the society and promoting the strategy on developing a quality workforce. According to incomplete statistics, over the past 15 years, the core personnel of the Center undertook over 30 key or major research projects from State Social Science Fund Project, the National Natural Science Foundation of China, the Organization Department of the CPC Central Committee, the Ministry of Human Resources and Social Security, the Ministry of Education, the State Post Bureau and other ministries, completing more than 120 management consulting projects for our government agencies, telecommunications, banking, trading industry, power industry, manufacturing industry, universities and non-profit organizations. Including the National Natural Science Foundation project Individuals’ and Groups’ Physical and Mental Interaction Efficiency Model in Crisis, the National Social Science Fund key project The Research of Moral Assessment of Party and Government Leading Cadres’ Selection, the National Social Science Fund project Chinese Party and Government Leadership Quality Standards and Development Strategy, the Ministry of Education Humanities and Social Science Research Base’s major project Quality of Leadership Structure and Optimal Allocation, Organization Department of the CPC Central Committee Talent Evaluation Mechanism Strategy Research, Beijing Philosophy Social Science Fund Project Research on Beijing's 11th Five-Year Development Plan and Capital Talents Strategy and so on. More than 30 leading cadres above the bureau level have been selected with the Center’s help for the Organization Department of the Central Committee of the CPC, the SASAC and Beijing Municipal Government. The research personnel of the Center are well-versed in the management techniques of talent strategy formulation and planning, personnel evaluation and selection, performance evaluation and job analysis, and have been widely praised by scholars and practitioners both at home and abroad for their research work in moral quality character assessment and human resource development. Since 2005, the Center has successively held 5 high-level forums around Chinese leader talent development, published a series of papers and books, and successively held 25 academic exchanges with human resources scholars and agency come from the United States, Britain, Canada, Australia, Japan, South Korea, Singapore and Malaysia Renowned university. The Center published 270 academic papers on human resources and human resources research, 43 monographs or translations, and 7 Chinese or English academic conference proceedings. The research personnel of the Center participated in important international and large national academic conferences and hosted more than 30 keynote speeches. 16 high-level international and domestic academic conferences have been hosted by the Center, of which 2 were held in Macao and Taiwan. The Center also managed the publication of 5 sets (30 volumes) domestic and international human resources textbooks, of which 6 textbooks successively listed as National 11th Five-Year Plan and 12th Five-Year Plan Textbooks. Prof. Xiao is the host and chief expert to the key construction project of HRM textbook of National Marxist Philosophy Program. China Human Resources Services White Paper was successively published by the Center for a decade. The instructors of the Center supervising over 360 theses for postdoctoral, PhD candidates, master candidates (including MPA, MBA) and other human resources related students. The Center is one of the sponsored unit or attached institution of China Talents Research Association, China Human Resources Development Association Evaluation Branch and China Human Resources Research Association.

The Center serves the teaching, scientific research and the society with professional skills, and has been widely praised both at home and abroad. In 2007, the center was commended by the International Society for the Exploitation of Human Resources and was awarded a commemorative plaque. From 2006 to 2008, the center was awarded the second term “The Outstanding Humanities and Social Sciences Research Institution of Peking University”. During the 2008 Beijing Olympic Games and Paralympic Games, the Center actively participated in the volunteer service for the Olympic Games and was awarded as “Outstanding Contribution Unit of Volunteer Work” by the Organizing Committee of the Olympic Games and the Volunteer Coordination Group of the Olympic Games. After the Wenchuan earthquake in 2008, the Center took the initiative to shoulder its social responsibility and was granted a banner “Great love for disaster area, warmhearted help hotter than blood”.

In short, the latest scientific management concepts, sincere unity of the project team, profound accumulation of historical and cultural foundation, rich experience of HR project research and teaching, research culture of inter-college, cross-unit and cross-national Grand Corps projects and focus on the study of party and government leading cadres have become the core service advantages of Center for Human Resource Development and Management Research of Peking University.
